I believe this is a dredge used to deepen a channel. It has a powerful pump which deposits water and material into a barge. The water runs out, but the material piles up for later disposal. You are correct about it being a strange and wonderful craft.
Gosh that really is a strange sea craft Gemma, super reflections though!
It looks like the sort of thing they'd use to dredge.
